If you have a licensed copy of SQL server then you already have a full license for reporting services. It "comes" with SQL Server. You might have to order a CD not sure if the evaluation copy will install on a full version of the database. The catch is that it needs to be installed on a WEB server so unless you want to run IIS on your SQL server you will need another license of SQL server for your report database.
