There's a good overview of C#'s refactoring support here:
<http://www.devx.com/codemag/Article/20143/0/page/1>
http://www.devx.com/codemag/Article/20143/0/page/1. VB will offer only
"Rename Symbol" in the next release.

You'll have to ask Microsoft why there's a disparity between languages, but
my guess is that they're designed for two different audiences: C# for
formally-trained, computer-science types, and VB for self-taught,
just-want-to-get-things-done types ("book smart" vs. "street smart." ;-)

My question is, why do the put it in for just one language? What type of
refactoring support does it really provide? When I refactor something I
haven't really found a way to automate any part of it. Does anyone know what
that refactoring capability really is?

The next version of C# (to be released later this year) will include several
features that VB will not, most notably refactoring support in the IDE. If
you expect to be able to use VS.NET 2005 on this project, and if any of
these features will be useful to you, then C# may prove advantageous.
