xinstall

I am trying to install the ctags port and it uses xinstall instead of 
install in the port file.  However, I do not have xinstall on my system 
and I cannot find where to get it.  I found an xinstall.c file in the 
Pextlib but no binary xinstall program (which is what the portfile 
appears to need).  I created a symbolic link to install and I got ctags 
to install but I don't know that this is the right thing to do.  I also 
cleaned and rebuilt darwinports base as well.
Any help is appreciated.
