CMD Technology PCI0649 on AlphaStation 250 4/266: msg#00013

Subject: CMD Technology PCI0649 on AlphaStation 250 4/266
I've got an AlphaStation 250 with a CMD Tech PCI0649 IDE controller attached
on the pci bus, but it won't detect the connected IDE hard disk... i've tried
multiple disks, multiple cables, etc.  what would cause the controller to think
that there isn't a drive attached?
