Do you need to hire a networking engineer?  If so, what are you willing
to pay?

Linux is a good "freeware" (pronounced "Free Software" or "Open Source")
Unix clone.  I know quite a few folks on the list like flavors of BSD. 
Minimum system requirements are a 386.  Faster is better, of course.  If
you're going to do VOIP, I'd say go with a PIII or so.

I don't quite understand your question about "guaranteed bandwidth."  
As for slow round-trip delays, I've never heard of them.
