Unix freeware? And WiFi Video or VOIP?

Greetings 

It doesn't appear anyone knows of an Open Source captive portal - under Windows 
XP.  Therefore, can anyone recommend a freeware Unix and the minimum system 
requirements?

I am interested in VOIP and Video Conferencing over WiFi.  If I recall VOIP 
requires a minimum 10 kbps data rates and Video about 384 kbps.  Anyone know 
how much guaranteed bandwidth needs to be used with WiFi and it's inherent slow 
round-trip delay?
