That was indeed the case.  The only packet filter implementation we 
could find required a reboot after each change.  Not exactly 
convenient.  =)

If there is a dynamic firewall API (preferably that can be manipulated 
from the command line), then there is a chance.  But I'm not holding my 
breath.
