No.  Nor do I expect that you'll find one as I'm not aware of any free
packet filter for Windows as capable or controlable as those available
for *nix.

I believe there was some discussion on the NoCat list a
whle ago that came to the conclusion that it is just not possible
with the available tools.  You might want to look through the archives.
