locale again, samba

Hi Mike

Found some problems with locale filesystem support in samba package: we
can't
create & operate files & folders with non english symbols on local
floppy&hard drives. As for us, we try to use 1251 and 866 (dos) filesystem
codepages, but I think this problem is actual for another locales too. May
be
some locale binnaries placed here:
\samba-base\lib\modules, \samba-base\lib\codepages  & little add-on in
build.conf file (for ex. samba codepage) could fix this situation. Any other
idia?
