I think that many implementors will want to point the GET operations to a
static file lying in the file system, while the PUT and DELETE (and POST,
for that matter) are handled by a CGI script of some sort.

So write a .htaccess file that does a mod_rewrite on PUT, POST and DELETE,
but leaves the GET alone.

We are using HTTP correctly, this is the kind of benefit you get from that.
