ppp over stunnel in unix works fine, because the ppp program
is a separate binary that you can connect to stunnel via the
pty-redir hack or using the pty option in more recent versions.

stunnel on windows doesn't support local programs, so even if
there is a ppp.exe (and I doubt that - it's probably integrated
in the core somewhere annoying) then it wouldn't work unless
you can convince it to connect to a local network port, rather
than a device like a modem.
