The OpenVPN install doesn't control that number, it's controlled by Windows, 
which will choose an incrementing default.  You can always rename it back to 
something reasonable.  If you want to prevent it from incrementing, you have 
to clean out the registry list where Windows generates these default 
interface names but never removes them.
