Windows/TAP without admin access

Hello,

Running OpenVPN as a normal non-admin user we get the following error:

Mon Jun 28 23:06:45 2004 CreateFile failed on TAP device:
\\.\Global\{3C81C943-3
CBB-41DB-AE6F-AA56D1AFD2D1}.tap: Access is denied.   (errno=5)

Is it possible to use OpenVPN as non-admin?
