But If i have a ICMP packetes blocketd, but i see the other end (throuw tcp packets) will this work? Uses Openvpn the ICMP packets?

OpenVPN will work fine without icmp. The recommended ping is just to check the connectivity and ease trouble-shooting.

OpenVPN uses UDP for its transport as default, so if you can only use TCP you need to use the "--proto tcp-server" and "--proto tcp-client" options.
