throttle a 2900 switch bit-rate

Hi there,
This may seem like a stupid question but is there any way to throttle the (in 
and/or out) speed of a cisco Catalyst 2900 10/100 Fast Ethernet port (IOS 
12.0(5.2)XU). E.g. max-reserved-bandwidth was about the closest I could get.
