No.

The fact that /usr/local/share/snmp doesn't include mib2c.notify.conf
makes me suspect that the installed version may not actually be 5.1.
(Though that doesn't explain why the mib2c.conf file refers to
the notify.conf ? )

Aha!

The net-snmp 5.1 local/Makefile doesn't appear to install the
mib2c.notify.conf file. That would explain it!

Just copy this file into /usr/local/share/snmp
and try again. That should do the trick.
