If you want to use shell-scripting your tools are snmptrap and snmptrapd.
The Documentation is also available on the netsnmp website.

Maybe your first step should be to trigger somehow on the USB-inserting.
After this (depending if you use i.e. C/C++, Perl, Shell-Scripting...),
you should start thinking about the snmp-stuff, because there are a few
ways for this, depending on your concept.
