this looks correct to me so far, on my system (netsnmp v5.09 and 5.1 it

Could you tell us more please,

Does your agent have crypto support enabled, are the libs for this
correctly installed?
What OS/distro etc. do you use?
Did you build the snmp-stuff by yourself or do you use rpms?
What about the permissions of the file?
Do you use a really, really tricky passphrase (maybe with some strange
chars)?
