I did "configure --with-mib-modules=<my-mib-modules>" for the first time,
then I did not do configure as I was driving the ucd-snmp Makefiles from a
top direcoty. Also I made modifications in the Makefiles to compile with
option "ppc_82xx-gcc"
And yes the control goes till function "vacm_in_view" and returns AUTH FAIL.
It works fine with i386.

That sounds like you might be missing the VACM MIB module.
How did you configure the original build environment?
I.e. how did you run "configure" ?
