I'm no SNMPv3 expert, but my guess is that the agent is sending
a 'noAuthNoPriv' notification. So it doesn't matter that there's
no authentication information.
Try adding '-l authNoPriv' to the trapsess command.
See what happens then.

Are you specifying the security level, or defaulting to noAuthNoPriv?
