Summary: max_sources_per_file don´t work!

Original Submission: When i start downloading a common file, with a lot of
sources, the source limit isn´t respected. I use max_sources_per_file = 1000
but i get about 20000, 30000 sources to each file...what means a lot of
overhead and about nothing of real download.
