Licq Build System

Hello,

I'd like to see the Licq build system be updated, to make it easier to
install all the plugins. However, I am currently spending my time on
bugs and improvements. So, if somebody can help out, it'd be great.

What I want, is the Makefile system to be updated to compile and
install the plugins in plugins/ It can  be disabled by ./configure
--disable-console --disable-msn for example.

Please let me know if you can help out with this
