You really meant to say /usr/local/news, but you have figured that out
by now;-)

The doc should warn that the directory and all in it will be owned by
news, and the build should check that the directory is either not
present or is owned by news. Some subtle question like "Hey dude, you are
about to mess with ownership of XXX, does that sound like a good idea to
you?" or something more formal but equally informative. Make the user
point to the foot in which he wants to shoot himself.
