This URL refers to a presentation I gave at the DNS Working Group
session at a RIPE meeting in 2001. At that time, BIND 9.3 looked like
it would be released at the end of that year. Well, that prediction
has obviously turned out to be more than slightly optimistic. AFAIK,
ISC has not committed to a release date for 9.3. At the RIPE DNS WG
meeting last month an ISC representative said there was no release
date defined yet for 9.3:

Snapshots of 9.3 are available from time to time. Though these are
not for naive users. The snapshots are mainly to progress work on new
protocol standards such as DS-aware DNSSEC.
