That isn't a BIND-related problem. It looks to me like the ISC FTP
server is up, so you may be having a network or firewall configuration
problem. Try downloading the appropriate file (which one depends on
what file the port is trying to download; review the error messages)
from ftp.isc.org and placing it into /usr/ports/distfiles.
