Are you attempting to use the operating system chroot or the named's
-t flag?  The thing to remember is that if you are using chroot, the
paths you see in errors are inside of the chroot directory.  Is there
a /var/run/named directory inside of the chroot jail?  Does the user
running named have permission to write to that directory?
