No. And DNS servers in the world could have A records with that address.
The only way to accomplish what you want would be an exhaustive search,
asking every nameserver for a zone transfer of every domain that it hosts.
And since many nameservers restrict zone transfers, this probably wouldn't
work even if you tried.
