What nameserver will the secondary's go to?

If the nameserver in the SOA is not the nameserver in 
the "masters" list of IPs in the named.conf, then where will 
the secondary try to refresh their values?
The SOA record or the nameserver listed in the "masters" section of
the named.conf file.
