Help Bind 8: Restricting Name Servers Used for external Lookups

Hello,

I am trying to setup up Bind 8 so that it will only use a specific
server as a name server to resolve queries that it cannot handle.  In
my named.ca file I have only listed this server.  However when I start
up bind it doesnt see the 13 internet root servers and it loads them
somehow.  I dont want it to do this.

Can anyone help?
