You cannot have two default routers on a subnet. One of the key things in the
concept of 'default' is that there is one (and only one) choice.

What you probably want is some kind of backup/standby router, which takes over
when the main router fails for some reason. You can achieve this with the
'Hot-Swappable Router Protocol' (use Google with these four words) or
something similar. This is outside the scope of DHCP.
