That is a rather vague description of the problem !

Lets take it a stage at a time :

What OS is it running on ?

Have you checked that the daemon is actually running ?

What does the DHCP server log if you stop it and re-start it ?

Did it ever work, or is this a new installation ? If it did work, but
has stopped, have you made any changes since it was last seen to be
working ?

Have you tried the latest version (3.0.1rc10 IIRC) ?
