Have you used snoop or tcpdump to see if there are any dhcp packets
arriving on the interface?

Have you checked syslog to see if there are any errors or other problems?

What is the operating system and version? Have you checked for any OS
specific things you have to do? eg there are special routes that have
to be set up for linux.

Failing that, please post your dhcpd.conf plus a brief description of
your network layout.
