This seems to be a recurring request on this list. It comes up about once
every 6 months or so. Recently, I have worked with Mike W. who graciously
offered me the changes they (weiinc) used for getting the dhcp server to
work under cygwin. I've added some trivial changes to the configure script
and an example dhcpd.conf file that shows usage of the local-address option
for limiting responses on a multi-homed system. Here is the resulting patch
for those who want it.

Please realize that this is unofficial and any problems you may have are
your own. I am not responsible for any problems use of this patch may cause
you. It is given for use at your own risk.

Disclaimer aside, it works for me! and I'd be glad to give you a hand with
it if you need it.
