Having skimmed the paper a while ago, there are some interesting ideas
there. Although I'm not interested in maximizing download at the expense
of the swarm, it does show some interesting ways of ensuring that we don't
reward selfish peers with a very high download to upload ratio.

Not that I have time to start messing with that part of the code atm.
