operating system and not by application because it's more effective:

When some more memory is needed by some other app and there is no free
mem left, OS simply decides to free some cache - but when caching is
done directly by applicaton, swapping may occur and this can IMHO result
in an even bigger slowdown.

Any caching would of course be optional.
