3.2.1b is up

I've put release 3.2.1b up on the web site. This release includes a
documentation fix, a small change to deal with some mozilla crap under
unix, and now btmakemetafile takes a --piece_size_pow2 parameter.

these fixes didn't necessitate a change to the windows build, hence only a
'b' release instead of 3.2.2.
