the problem with limiting to IPs is that many people have IPs that 
change. The current implementation on one tracker however only 
registers the IP after a link was clicked from an undisclosed location, 
and only registers the IP for that single torrent.

not really an answer, but thought you might like to know how a current 
implementation works.
