Tracker restriction

Just a thought on a possible feature for the tracker. It might be 
nice to only allow a torrent to be started from certain ips, for 
example, if the tracker recieves a started event for a hash that it 
doesn't know about yet it checks the ip against a list of authorized 
ips, if it there it adds it as normal, if not it sends back an error 
indicating that client is not authorized to start a new torrent.

One problem i see is that something like this might be fairly easy 
to spoof using the IP paramater.

What does everyone think?
