Have you tried Helium 2006?

it has plugins for tag and album retrieval from 

CDDB (Gracenote)
Freedb.org
Amazon.com
Discogs.com
Mp3.com (useless)

and supports MySql and Access databases.

I spent months trying many of them out (including MusicBrainz Picard
and others) and concluded this to be the best. 

Also have a look at 

http://www.id3.org/Implementations

so that you can try out a number of tagging frameworks.
