Celmony's Melodyne will do this. I've just used the demo version, and
only tested it with electric violin and electric upright bass tracks,
not with guitar, and its pitch (and meter) recognition was pretty
good. I didn't try the MIDI export feature (I'm not even sure the
demo has this feature).

You can grab the demo from www.celemony.com and give it a try.
