That's funny. Yeah happens for me too-- it's the background image.
Turn it off and everything is hunky-doory.

If you try http://www.eclipse.org/proposals/eclipse-jsf/index.html and
scroll the page, the CPU goes way up and scrolling is really slow. There
is no Flash or anything unusal on the page, as far as I can tell.
IE doesn't have any problem with that page and happily scrolls it snappily.
