Event Model question.

I'm trying to find a way to hook into the application wide event model, 
essentially I want to be able to track all user actions that cause a 
command that could have a keyboard shortcut associated with it, so menu 
selections, button presses, list selections etc. It's for an 
accessibility plug-in that I'm writing.

I've read all the event documentation I can find, but nowhere can I find 
 where to add a listener for ALL events.

can anybody give me a pointer?
