Chris,
mozilla.dev.accessibility will be for real techies who are
interested in the Mozilla accesssibility development process.
Some of them will be contributing, others just listening in.

mozilla.dev.accessibility is still there. What's the difference between
mozilla.dev.accessibility and mozilla.userhelp.accessibility? As a user
support volunteer, in which situations would it be best to direct users
to mozilla.userhelp.accessibility, rather than one of the product
specific support groups?
