The cable doesn't appear to charge the phone, but then USB specification conforming devices are only allowed to draw a limited amount of power from the USB bus, and charging a 950 mAH (standard) or 1400 mAH (extended) battery would take quite a long time at the available USB power levels, so it's hard to tell (and bitpim doesn't provide any information about battery charge level or charge/discharge rate).
