I am in Canada on the Bell Mobility Network. If I dial a number out of area,
it says longs distance charges apply and to dial 1 first. So I definitely do
need the ones. So the question remains, what does bitpim do with the leading
ones it imported?

First of all, are you sure you need the leading one? I am on Verizon, and
if I dial a 10 digit number, sans the leading "1", the call is placed
normally.
