I'm not sure why this would happen. Can you look at your apache's error
log and see if there is any explanation in there?

That is in general how xinetd works, but it can only do this with server
software that is designed to co-operate with it. Heavy-duty servers
like apache are not designed in this way, so xinetd and apache should
operate entirely independently.
