(STAGING_DIR)/opt/share/apache2/build/apr_rules.mk is not provided by
apache, but by apr, and apr-utils does stage that.

I think that you
are seeing a problem I have seen but am unable to reproduce, where,
under some circumstances, (STAGING_DIR)/opt/share/apache2 gets deleted
after apr, apr-util, and apache have all staged correctly.
