It shouldn't need to.

The httpd.conf that's distributed with the unslung apache package
contains a line that includes all the apache config files that
match /opt/etc/apache2/conf.d/*.conf (at line 292)

php installs /opt/etc/apache2/conf.d/php.conf which configures apache to
use php.

If you find that there is some problem with this mechanism, please check
carefully that it is really a problem with the distributed files (a good
way to do this is to completely reinstall apache and php), and if it is,
raise a slugbug. That way the package maintainers can fix the problem
for everyone.
