Alternative Strategy for Microcode Loading
Apex can be used as a second stage bootloader by SlugOS, which initialises the NPEs. Then if the NPEs are not reset, there is a possibility that SlugOS (and Debian?) will not need to load the microcode again.

We haven't yet committed to using Apex as a second stage bootloader for SlugOS, though it seems a very good option.

I'm pretty sure that this is not the case.  Please get a confirmation
on it.  I asked about this some time ago and was told that once the
firmware is loaded, it doesn't need to be loaded again.  In other
words, we can depend on the boot loader to handle firmware loading.
