XXX what about bool __locale_is_utf8? (private, after all... but usable)
AFAIK that's it and everything else "ought to" be documented,
even wcsftime(3) and wcstok(3) already are.
Any takers? Textual suggestions can come from the pre-formatted libhaible
man pages and the HTML SUSv3 online docs, but be careful to not copy and
paste, besides I want -mdoc pages. Do not copy and paste from RFCs either,
their licences are inacceptable for the base system. Formulate yourself,
even if it turns out to be similar (can't be entirely avoided, see my
coywolf signature), but be honest and don't rip off, plagiate.
